Entire day building supposed prerequisites and their prerequisites, only to find axis-c unbuildable

After finding all the download links to be dead, I came across a mention of the archive, but there, I found all the packages to contain major inconsistencies, e.g:

* No configure
* No Makefile.in
* References to nonexistent header files, e.g., #include <axis/Axis.h> where only axis/Axis.hpp exists in the include path
In addition, I spent an inordinate amount of time preparing for this abortive build by adding httpd, only to discover that it further needs APR and PCRE, and that having libxml2 isn't good enough-instead I need ExPat or Xerces!

I've been asked to evaluate this as a possible alternative to gsoap, but I'm unable to locate anything that looks like it ever worked.

Now I've discovered the SVN link and checked out the trunk version, but in addition to the lack of a configure script and Makefile.in, the src and include directories are completely redone.

Where can I find code that is consistent with the instructions in INSTALL, or in whatever file is not to be ignored if INSTALL is?
